A POTLOCK where everyone eats: for every matching round, fees are split between round managers (facilitating pot, applications, attestations, milestones), protocol (development, donation contracts, QF pools), referral donations, referral for matching rounds, and permissionless QF rounds (e.g. Quadratic Lenster–style).
